The main purpose of Netaji 's visit was to find out some working arrangement for the establishment of the civilian government under Azad Hind Government -LRB- Provisional Government of Free India -RRB- , particularly the appointment of the Chief Commissioner . नेताजी का अंडमान आने का मुख्य प्रयोजन , आजाद हिन्द सरकार के अंतर्गत यहां पर काम चलाऊ एक गैर सैनिक प्रशासन की स्थापना , विशेष रूप से मुख्य आयुक्त की नियुक्ति करना था .

In fact , it was the then Chief Commissioner Colonel Beadon who gave the name ' locals ' and expressed the view that this new class of people would have to unite and assert their rights for maintaining their independent existence . सच बात तो यह है कि तत्कालीन मुख्य आयुक्त कर्नल वीडन ने “ लोकल ” का नाम दिया और कहा कि इस नए समाज को अपने स्वतंत्र अस्तित्व तथा अपने अधिकारों की रक्षा के लिए संगठित होकर संघर्ष करना पड़ेगा .

Waterfall . मुख्य दल ने प्रमुख बाजार “ अवरडीन ” की ओर प्रस्थान किया तथा हर एक सौ गज पर एक सन्तरी छोड़ता हुआ बढ़ता गया तथा दल ने पुलिस के सभी हथियारों पर कब्जा किया और सभी अंग्रेजों को , जिसमें मुख्य आयुक्त “ वाटरफौल ” भी सम्मिलित था , अपनी हिरासत में ले लिया .
